Devon Playing Field Association Insurance
WHO PROVIDES THE INSURANCE COVER?
Insurance cover is available under Zurich Municipal’s Community Risks policy and the scheme is operated by Community First (Rural Community Council for Wiltshire & Swindon), for Devon Playing Fields Association.
HOW DOES THE SCHEME WORK?
Individual organisations wishing to participate in the scheme are required to complete a DPFA/CF Public Liability Insurance Form and enclose the appropriate premium payment. Unlike in years past, this is now sent to Community First for processing. Organisations will receive a copy of the relevant part of the Zurich Municipal Community Risks policy (part E).
Community First will notify organisations of the renewal date and any changes in the premium and will collect payments as appropriate.
Particular recreational requirements can be provided for under the scheme, for example skateboarding ramps and insurance can also be provided for Employers Liability and Special Events.
In the event of a claim, member organisations should contact Community First to request a claim form.
WHO CAN BE A MEMBER?
The scheme is available to playing field associations whose primary business is the provision of a community playground or playing field and associated recreational activities.
The scheme is not open to parish councils, parish meetings or to organisations such as sports clubs who undertake activities above and beyond running a playing field.
To participate in the scheme you must also be a member of Devon Playing Fields Association and have paid your annual subscription fees.
WHAT SORT OF COVER IS OFFERED?
- Public Liability - the limit of indemnity provided is £5,000,000.
- Employers Liability – under the Employers Liability (Compulsory Insurance) Regulations 1998 any organisation with employees has a legal requirement to provide employers liability insurance. As part of the insurance package available, Zurich Municipal can offer Employers Liability insurance for employees directly related to the provision of a playground/playing field. It is a legal requirement that individual organisations are issued with an Employers Liability Certificate for public display at their premises. With effect from January 1999, it became mandatory to retain all Certificates of Employers Liability for a period of 40 years.
- Special Events Insurance – Fetes and Car Boots Sales are included under the basic policy. Additional cover for Fireworks Displays can be provided. All events involving an excess of 250 people in attendance should be referred to Zurich Municipal for individual rating and review.
WHEN DOES THE COVER RUN FROM?
The cover runs from 1 April in any given year until 31 March the following year. However, it is possible to join at any time during the year and pay a pro-rata amount for the remaining months.
WHAT ARE THE BENEFITS?
Devon Playing Fields Association, in partnership with Community First, has negotiated favourable insurance premiums for participating members of the scheme.
HOW MUCH DOES THE COVER COST?
For 2008/2009 basic Public Liability cover is £157.14 per annum (including IPT*) (a pro rata charge can be made where members join during the year).
Additional charges will apply as follows (including IPT* at 5%):
- Skateboarding, Rollerblading and BMX tracks £262.50
- Firework Displays (up to 250 people attending) £ 112.50
- Firework Displays (up to 500 people attending) £187.50
Charges relating to events are rated per event.
Employer’s Liability cover is £37.50 pa (including IPT*) and covers all employees subject to a maximum wageroll of £10,000
*Insurance Premium Tax is levied by HM Government at 5% on all insurance payments.

WHAT CAN WE DO IF WE ARE NOT ELIGIBLE?
Zurich Municipal is happy to provide quotations for separate cover for those organisations which are not eligible to participate in the scheme.
